Deciphering Legalese

I have been staring at this particular piece of legislation for two weeks now, and I still can't figure out what it says. I get about halfway through the sentence and then forget what the beginning said.

Any takers for a challenge? Can you translate this into English or French for me? I'm fed up with Legalese.
